The Assisted Housing Division has an opening for an Owner Services Representative to provide customer service to owners/landlords participating in the in the Housing Authority of the County of Los Angeles’ (HACoLA) Section 8 Housing Choice Voucher Program (HCVP) and is be their primary point of contact.

ESSENTIAL JOB FUNCTIONS

o Provide new owners with information about the Section 8/HCVP and mail Owner packets
o Respond to all inquiries and resolve issues appropriately
o Review rental payments and process overpayments to owners when necessary
o Complete stop payment requests and re-issue payments when necessary
o Complete property ownership changes
o Process all direct deposit related requests
o Refer fraud claim cases to Financial Management
o Update and maintain owner records
o Maintain regular attendance - an essential job function
o Issue 1099 forms, send to owners and respond to related inquiries

DESIRABLE QUALIFICATIONS

o Bachelors Degree in Public Administration, social science, or a related field
o Combination of 5 years education and experience administering an affordable housing or other social service program
o Computer literate (must have ability to pass computer literacy assessment test)
o Possess experience with a diverse clientele
o Working experience with low-income housing programs or other related field (Section 8 preferred)
o Ability to multi-task and perform efficiently in a fast-paced work environment
o Ability to communicate effectively both orally and in writing
o Ability to effectively conduct group presentations
o Possess sensitivity to persons from culturally diverse backgrounds, persons with AIDS, and persons who are homeless
o Must maintain effective working relationships with staff, representatives of local government, program participants, community-based organizations and the public
o Work independently with minimum supervision
Possession of a valid California Driver’s License, a satisfactory driving record and a reliable insured vehicle are required. Section 3 compliant. A check for criminal history will be required prior to appointment. This is a grant-funded position. Continuation of employment is dependent upon continued funding.
Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applicants whose qualifications most closely meet the needs of the Division will be invited for an interview appraisal and written exercise. Those applicants who do not complete the application form and supplemental questionnaire may be disqualified.
