The Housing Authority of the County of Los Angeles has an opening for a Monitoring Specialist for its Assisted Housing Division. The Monitoring Specialist will schedule and conduct site monitoring visits and file reviews of the Shelter Plus Care, Housing Choice Voucher Homeless Set Aside and Housing Opportunities for Persons With AIDS (HOPWA) Programs’ sponsor agencies and complete monitoring reports of visit findings and recommended corrective action.

ESSENTIAL JOB FUNCTIONS

o Conducts field audits of the Shelter Plus Care, HCV Homeless Set Aside and HOPWA Programs sponsor agencies’ client files to ensure HUD regulations and HACoLA Administrative Plan requirements are met.
o Audits client’s files for required intake and homelessness documentation and disability verification documents are present.
o Prepares reports of audit findings and recommend corrective action.
o Reviews and understands Terms and Conditions of SPC Sponsor Agreements
o Reviews Sponsor Agencies’ Annual Progress Reports in preparation for site visit
o Reviews previous year’s Site Monitoring Visit findings in preparation for site visit
o Maintains and reviews Client Progress Reports.
o Interprets and implements HUD regulations and guidelines.
o Performs other duties as assigned.
o Regular attendance is an essential job function.

DESIRABLE QUALIFICATIONS

o Bachelors Degree in Public Administration or related field such as public administration, social science, or a related field.
o Combination of 5 years education and/or experience working with an affordable housing, homeless service provider or other social service program. (preferable Section 8 Housing Choice Voucher, Shelter Plus Care or Special Needs Housing)
o Experience conducting case file audits and/or field site audits.
o Computer literate (must have ability to pass computer literacy assessment test).
o Must be detail orientated.
o Possess experience working with a diverse clientele.
o Ability to multi-task and perform efficiently in a fast-paced work environment.
o Work experience with low-income housing programs or other related field.
o Ability to communicate effectively both orally and in writing.
o Work independently with minimum supervision.

Possession of a valid California Driver’s License, a satisfactory driving record and a reliable insured vehicle are required. A check for criminal history will be required prior to appointment. This is a grant-funded position. Continuation of employment is dependent upon continued funding.

Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applicants whose qualifications most closely meet the needs of the Division will be invited for an interview appraisal and written exercise. Those applicants who do not complete the application form and supplemental questionnaire may be disqualified.
