ESSENTIAL JOB FUNCTIONS
Under limited supervision, oversees a wide variety of program activities relating to the Housing Choice Voucher Program. Develops and implements methods for workflow improvement, and monitors activities related to the operations of the Housing Choice Voucher Program, including eligibility determination, contracting, inspections, contract maintenance and case management. Actively assists in the development and implementation of policies and procedures for optimizing staff efficiency and productivity; ensures quality performance from staff; instructs, trains, and evaluates employees; analyzes and interprets productivity reports; monitors for Program compliance with SEMAP, MTCS/PIC, and other Program mandates; acts as liaison to various public and private agencies; and performs other related duties as assigned. Regular attendance is an essential job function.

DESIRABLE QUALIFICATIONS
Education and training equivalent to graduation from a four-year college or university with coursework in public administration, social science, or a related field, and/or three years progressively responsible experience in the administration of public, Section 8, or affordable housing programs is desirable, one of which must be in conducting Housing Quality Standards Inspections. Minimum of three years of supervisory or management experience is highly preferred. Must be computer literate and fully utilize existing technology and management reports to lead Unit to reach common goals.

Candidate must be self-directed, have a strong working knowledge of principles and practices of supervision and understanding of management objectives. Ability to perform well in a fast-paced environment, to plan, organize, and manage multiple assignments; make sound recommendations; maintain accurate records, understand and apply agency and program policies and procedures. The ideal candidate must establish and maintain effective working relationships with upper management, staff, other agencies, and the public; and provide sensitivity towards the needs of program participants. Prefer experience in 50058 entries, tenant counseling and hearings. Strong oral and written communication skills required.

Possession of a valid California Driver’s License and an acceptable driving record is required. Section 3 compliant. This is a grant-funded position. Continuation of employment is dependent upon continued funding.

Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applicants, whose qualifications most closely meet the needs of the Division, will be invited for an interview appraisal and written exercise.
