THE HOUSING AND ECONOMIC RECOVERY ACT (HERA)
The Housing and Economic Recovery Act (HERA) of 2008 makes a number of modifications to existing laws and funding allocations to assist financially troubled homeowners who are at risk of foreclosure on their homes. HERA was enacted into law on July 30, 2008. The CDC has been allocated funding by HERA to establish the Neighborhood Stabilization Program (NSP) to stabilize communities that have suffered from foreclosures and abandonment. The goal of the program is realized through the purchase and redevelopment of foreclosed and abandoned homes and residential properties.
